I would just like to add to your post, they also make other modular sets that are not exclusive to the Creator Expert line, but they are exclusive or somewhat close. The best two examples that I can give you would be the Monster Fighters Haunted House which actually can fit into your LEGO city, if you want to incorporate it. The other set which came out earlier this year is the Bike Shop & Cafe set.
I think a hospital or school might be too large. Instead of a hospital I could imagine a health clinic (pharmacy, dentist, general practitioner) . Instead of a school I could picture a childcare centre (play equipment, nursery, kid’s art projects).
Market Street (set number: 10190) was the second of the Modular Buildings series and designed by Dutch Lego fan Eric Brok.[5] It was originally released as a follow-up to Café Corner in 2007 and priced at MSRP of US$89.[6] The set contains 1236 pieces and is recommended for builders 10 years of age or older. It was one of the first leading buildings. Over the years, several new pieces were introduced in this line as well. The new pump was spring based, and could only be operated by hand, which limited pneumatic power to how fast it could be manually pumped. This obviously limited the power of pneumatic circuits. It’s interesting though, for example, doing a little research on the Modular Buildings, it looks like the average active selling life per set is about 2+ years. Strange that Market Street’s life was “cut short”. Not sure about the average life for SW, HP or the rest.
Bane’s drill, though not really in character for him, is really, really cool. When you roll it, the drill part moves. The bat cycle included isn’t as nice as the one from the Funhouse set, but still good to have.

I would also like to add to this that the Modulars are actually really cheap compared to other LEGO sets. The price per piece ratio is much smaller, and also it is amazing how large, detailed and substantial the buildings are! After I put together mine I was thinking that there is no way I could build a MOC of comparable size for the same price by BrickLink-ing the parts.
This was a gift for my son for the holidays and I am pleased with it. He enjoys legos and everything Batman so this was a clear choice when I needed to find stuff for him. This set was cute and I couldn’t find a similar one in stores locally so I was happy to find one on Amazon. My son and his father really enjoyed putting it together and my son still plays with it pretty frequently.

Early TECHNIC motors used the standard 4.5V system, interchangeable with the Trains theme and consisted of a large brick with a small protruding axle. When the motor is activated, the axle rotates. From 1990 onward, this was changed to the 9V system in line with other LEGO themes. The output rotation has a high RPM, but low torque, so it cannot be used to turn heavy objects without additional gears. Later motors contained a hole into which an axle of any length can be inserted.
The reason interiors were not included in the first two models in the series, Café Corner and Market Street, was because they could not be seen in the pictures included on the packaging. Once the success of Modular Buildings sets had been proven with these first two sets, for the third set, Green Grocer, the designer was allowed to include interior details in each of the floors. As a result, many of the interior details of later sets, such Green Grocer, are not visible on the box and are only discovered while building the set.[10] However, the boxes of each set feature some of the interior details such as the escalators inside Grand Emporium and pool table inside Detective’s Office.
